Two Additional Aromatic Flame Retardants Proposed for Listing Under the Stockholm Convention

At the upcoming twenty-second meeting of the Persistent Organic Pollutants Review Committee (POPRC.22), scheduled for September 21–25, 2026, the committee will review proposals to list two key chemical substances in Annexes A, B, and/or C of the Stockholm Convention: 

  • Decabromodiphenylethane (DBDPE) and its related substance, 1,1'-ethane-1,2-diylbisbenzene (brominated), proposed by Norway.
  • Bis(2-ethylhexyl) tetrabromophthalate (TBPH), covering any of its individual isomers and/or combinations thereof, proposed by the European Union.
Additionally, the committee will evaluate the revised draft risk profile for polybrominated dibenzo-p-dioxins and dibenzofurans (PBDD/Fs) and mixed polybrominated/chlorinated dibenzo-p-dioxins and dibenzofurans (PXDD/Fs), alongside ongoing technical discussions regarding PFAS. 
LISTED SUBSTANCES POSSIBLE APPLICATIONS
Decabromodiphenylethane (DBDPE) and its related substance, 1,1'-ethane-1,2-diylbisbenzene, brominated
  1. Plastic Enclosures for Electronic Products: Computer housings, monitors, and network/telecommunications equipment
  2. Wires and Cables: PVC cables, wire insulation, and connector housings
  3. Engineering Plastics: Connectors, switches, relay housings, and electric vehicle (EV) components.
Bis(2-ethylhexyl) tetrabromophthalate (TBPH), covering any of its individual isomers and/or combinations thereof
  1. Wire and Cable Applications: PVC cable components, flexible PVC insulation, communication cables, and power cables
  2. Electrical and Electronic Equipment (EEE): Power supply housings, connectors, electronic component enclosures, and plastic structural parts
  3. Flexible Polyurethane (PU) Foam: Furniture, office chairs, automotive seating, and acoustic insulation materials
