8 Substances Added To The 25th SVHC Candidate List

As a major focus of REACH regulation, the candidate list of Substances of Very High Concern (SVHC) has undergone several updates since the entry into force of REACH regulation. On 8th July 2021, European Chemicals Agency (ECHA) published the 25th batch of SVHC Candidate List (See Table 1), adding 8 substances hence bringing the total number from 211 to 219 entries.

If an article contains any SVHC (concentration above 0.1%(w/w)) included in the Candidate List, the EU manufacturer or importer shall fulfil the obligations of notification and provide sufficient information on request to consumers within 45 days upon the receipt of this request.

Effective Jan 5, 2021, any articles imported to EU with >0.1% SVHC Candidate List substance shall submit a notification to the SCIP Database as per the Waste Framework Directive amendment (EU) 2018/851.Suppliers must notify ECHA about the SVHC in products if the concentration of a SVHC is above 0.1% (w/w) and the import quantity is above 1 tonne / year. Suppliers of substance or mixture have to provide a safety data sheet (SDS) to their downstream users.

Used in the manufacture of phenolic and polycarbonate resins, used as corrosion inhibitors to coat cans in the food industry.
Glutaral 203-856-5 / 111-30-8 Used as a biocide, used in leather tanning and x-ray film processing.
Medium-chain chlorinated paraffins (MCCP) [UVCB substances consisting of more than or equal to 80% linear chloroalkanes with carbon chain lengths within the range from C14 to C17] - / - Used as secondary plasticiser (extender) in PVC, used in a wide variety of cooling and lubricating fluids used during metal cutting, grinding and forming operations. Used as softener (or process oil) additives with flame retardant properties for rubber. Used as plasticisers in some paints, varnishes and other coatings. Used as plasticisers/flame retardants in adhesives and sealants.
Orthoboric acid, sodium salt 237-560-2 /       13840-56-7 Used in solvent, used as corrosion inhibitor.
Phenol, alkylation products (mainly in para position) with C12-rich branched or linear alkyl chains from oligomerisation, covering any individual isomers and/ or combinations thereof (PDDP) - / - Used in the supply chain as a chemical intermediate and the raw material is transformed into other substances (e.g. during the synthesis of polymers). Used in the preparation of a variety of lubricant additive materials and of fuel system cleaners.
