European Market
In order to reduce the generation of waste containing hazardous substances within the EU, the European Union promotes the substitution of Substances of Very High Concern (SVHC) in products. It also monitors the lifecycle of products containing SVHC, including the waste stage, and provides relevant product information to consumers and waste treatment operators, thereby increasing awareness of hazardous substances and improving waste management practices.
The European Chemicals Agency (ECHA) established the SCIP database under the Waste Framework Directive (WFD) (Regulation (EC) No 2018/851) Article 9. The SCIP database is implemented based on REACH Regulation (EC) No 1907/2006 Article 33 and the Waste Framework Directive (WFD) (Regulation (EC) No 2018/851) Article 9. It was officially published on 2020/10/28 and entered into force on 2021/01/05. All article suppliers placing products containing SVHC above 0.1% on the EU market are required to submit relevant article information to the SCIP database.
All articles placed on the EU market, when containing SVHC above 0.1% (w/w), must submit an i6z file to the SCIP system. This means that regardless of whether it is a final product, spare part, or packaging, if any component (article) contains SVHC above 0.1% (w/w), an i6z file must be available in the SCIP database for reference.
Note: Article refers to an object which, during manufacturing, is given a specific shape, surface, or design that determines its function to a greater degree than its chemical composition.
Any EU importer, manufacturer, assembler, wholesaler, or other supply chain actor placing articles containing SVHC above 0.1% (w/w) on the EU market must submit product information (i6z file) to the SCIP database.
Note: EU-based responsible entities may authorize non-EU suppliers to assist in submitting data to the SCIP database.
The regulated chemical substances are based on the Candidate List of Substances of Very High Concern (SVHC) published by ECHA.
