To reduce risks to human health and the environment, the Environmental Management Bureau (DENR-EMB) under the Philippine Department of Environment and Natural Resources implements the Chemical Control Order (CCO). This regulation strictly manages substances classified as “priority chemicals,” covering their manufacturing, importation, transportation, processing, storage, use, and wholesale activities.
These “priority chemicals” are generally considered to pose high risks to public health, occupational safety, and ecosystems. Based on risk assessment results, DENR-EMB may immediately impose restrictions, phase-outs, or full bans.
Each year, DENR-EMB updates or expands the regulated list by considering the following factors:
- Industrial dependence on and demand for the chemicals
- Health and environmental risk assessment results
- Philippines’ obligations under international conventions (e.g., Basel Convention, Stockholm Convention)
- Government enforcement capability and regulatory resources
For exporters to the Philippines or companies using regulated substances locally, understanding whether CCO-listed substances exist within the supply chain and proactively conducting compliance assessments and substitution planning are key to maintaining stable operations and trade continuity.
