What
IPC 1402 is an industrial standard jointly developed by Association Connecting Electronics Industries (IPC), the U.S. Environmental Protection Agency (US EPA), and major international brand companies for chemical cleaners used in the electronics manufacturing industry.
Cleaners used in electronics manufacturing must meet the following Restricted Substance List (RSL) testing requirements:

Why
Since the electronics manufacturing process uses many chemical cleaners, operators may come into contact with them through different channels, potentially affecting human health and harming the environment. Major international companies have therefore established minimum quality standards for chemical cleaners based on four perspectives: human health, environment, safety, and restricted substances (RSL).
This provides a standardized framework for chemical cleaning manufacturers to produce products that better align with Green Procurement (GP) and sustainability principles, while also offering end-users a reliable basis for selection.

Given Taiwan’s pivotal role in electronics manufacturing and assembly, the 'green cleaner' movement initiated by these brands is now reaching upstream suppliers. Chemical solvent manufacturers and suppliers in international electronics supply chains must comply with IPC 1402 Green Cleaner standards.
